Indian Banking System: किसी देश की बैंकिंग प्रणाली देश की अर्थव्यवस्था की वित्तीय प्रणाली को धारण करने वाला एक महत्वपूर्ण स्तंभ है। एक वित्तीय प्रणाली में बैंकों की प्रमुख भूमिका अर्थव्यवस्था के विभिन्न क्षेत्रों में जमाराशियों को जुटाना और ऋण का संवितरण करना है। भारत की मौजूदा, विस्तृत बैंकिंग संरचना कई दशकों में विकसित हुई है।

1. भारतीय बैंकिंग प्रणाली की संरचना:- भारतीय रिजर्व बैंक देश का केंद्रीय बैंक है और भारत की बैंकिंग प्रणाली को नियंत्रित करता है। भारत की बैंकिंग प्रणाली की संरचना को मोटे तौर पर अनुसूचित बैंकों, गैर-अनुसूचित बैंकों और विकास बैंकों में विभाजित किया जा सकता है।
भारतीय रिजर्व बैंक अधिनियम, 1934 की दूसरी अनुसूची में शामिल बैंकों को अनुसूचित बैंक माना जाता है।
अनुसूचित बैंक की निम्नलिखित सुविधाओं
ऐसा बैंक आरबीआई से बैंक दर पर ऋण/ऋण के लिए पात्र हो जाता है
सभी बैंक जो भारतीय रिजर्व बैंक अधिनियम, 1934 के दूसरे खंड में शामिल नहीं हैं, गैर-अनुसूचित बैंक हैं। वे आपात स्थिति को छोड़कर सामान्य बैंकिंग उद्देश्यों के लिए आरबीआई से उधार लेने के पात्र नहीं हैं।
अनुसूचित बैंकों को वाणिज्यिक और सहकारी बैंकों में विभाजित किया गया है।
2. वाणिज्यिक बैंक:- जो संस्थाएँ आम जनता से जमा स्वीकार करती हैं और लाभ कमाने के उद्देश्य से अग्रिम ऋण लेती हैं, उन्हें वाणिज्यिक बैंक के रूप में जाना जाता है।
वाणिज्यिक बैंकों को मोटे तौर पर विभाजित किया जा सकता है सार्वजनिक क्षेत्र, निजी क्षेत्र, विदेशी बैंक और आरआरबी।
सार्वजनिक क्षेत्र के बैंकों में अधिकांश हिस्सेदारी सरकार के पास होती है। हाल ही में बड़े बैंकों के साथ छोटे बैंकों के समामेलन के बाद, भारत में अब तक 12 सार्वजनिक क्षेत्र के बैंक हैं। सार्वजनिक क्षेत्र के बैंक का एक उदाहरण भारतीय स्टेट बैंक है।
निजी क्षेत्र के बैंक ऐसे बैंक होते हैं जहां इक्विटी में प्रमुख हिस्सेदारी निजी हितधारकों या व्यावसायिक घरानों के स्वामित्व में होती है। भारत में कुछ प्रमुख निजी क्षेत्र के बैंक एचडीएफसी बैंक, कोटक महिंद्रा बैंक, आईसीआईसीआई बैंक आदि हैं।
एक विदेशी बैंक एक ऐसा बैंक है जिसका मुख्यालय देश के बाहर है लेकिन देश के बाहर किसी अन्य स्थान पर एक निजी इकाई के रूप में अपने कार्यालय चलाता है। ऐसे बैंक देश के केंद्रीय बैंक द्वारा प्रदान किए गए नियमों के साथ-साथ भारत के बाहर स्थित मूल संगठन द्वारा निर्धारित नियमों के तहत काम करने के लिए बाध्य हैं। भारत में विदेशी बैंक का एक उदाहरण सिटी बैंक है।
कृषि और अन्य ग्रामीण क्षेत्रों के लिए पर्याप्त संस्थागत ऋण सुनिश्चित करने के उद्देश्य से क्षेत्रीय ग्रामीण बैंक अध्यादेश, 1975 के तहत क्षेत्रीय ग्रामीण बैंकों की स्थापना की गई थी। आरआरबी के संचालन का क्षेत्र सरकार द्वारा अधिसूचित क्षेत्र तक सीमित है। आरआरबी संयुक्त रूप से भारत सरकार, राज्य सरकार और प्रायोजक बैंकों के स्वामित्व में हैं। भारत में आरआरबी का एक उदाहरण अरुणाचल प्रदेश ग्रामीण बैंक है।
3.सहकारी बैंक:- सहकारी बैंक एक वित्तीय इकाई है जो इसके सदस्यों से संबंधित होती है, जो अपने बैंक के मालिक होने के साथ-साथ ग्राहक भी होते हैं। वे अपने सदस्यों को कई बैंकिंग और वित्तीय सेवाएं प्रदान करते हैं। सहकारी बैंक कृषि गतिविधियों, कुछ लघु उद्योगों और स्वरोजगार श्रमिकों के प्राथमिक समर्थक हैं। भारत में सहकारी बैंक का एक उदाहरण मेहसाणा शहरी सहकारी बैंक है।

सहकारी बैंकों को दो श्रेणियों में बांटा गया है – शहरी और ग्रामीण।
ग्रामीण सहकारी बैंक या तो अल्पकालिक या दीर्घकालिक होते हैं।
अल्पकालिक सहकारी बैंकों को राज्य सहकारी बैंकों, जिला केंद्रीय सहकारी बैंकों, प्राथमिक कृषि ऋण समितियों में विभाजित किया जा सकता है।
दीर्घकालिक बैंक या तो राज्य सहकारी कृषि और ग्रामीण विकास बैंक (एससीएआरडीबी) या प्राथमिक सहकारी कृषि और ग्रामीण विकास बैंक (पीसीएआरडीबी) हैं।
शहरी सहकारी बैंक शहरी और अर्ध-शहरी क्षेत्रों में स्थित प्राथमिक सहकारी बैंकों को संदर्भित करते हैं।
4. विकास बैंक:- वित्तीय संस्थान जो लंबी अवधि में फैले पूंजी-गहन निवेश का समर्थन करने के लिए दीर्घकालिक ऋण प्रदान करते हैं और काफी सामाजिक लाभ के साथ वापसी की कम दरों को विकास बैंक के रूप में जाना जाता है। भारत में प्रमुख विकास बैंक हैं; भारतीय औद्योगिक वित्त निगम (आईएफसीआई लिमिटेड), 1948, भारतीय औद्योगिक विकास बैंक ‘(आईडीबीआई) 1964, भारतीय निर्यात-आयात बैंक (एक्जिम) 1982, भारतीय लघु उद्योग विकास बैंक (सिडबी) 1989, कृषि के लिए राष्ट्रीय बैंक और ग्रामीण विकास (नाबार्ड) 1982।
किसी देश की बैंकिंग प्रणाली किसी देश की अर्थव्यवस्था के विकास को भारी रूप से प्रभावित करने की क्षमता रखती है। यह देश के ग्रामीण और उपनगरीय क्षेत्रों के विकास में भी महत्वपूर्ण भूमिका निभाता है क्योंकि यह छोटे व्यवसायों के लिए पूंजी प्रदान करता है और उन्हें अपना व्यवसाय बढ़ाने में मदद करता है। संगठित वित्तीय प्रणाली में वाणिज्यिक बैंक, क्षेत्रीय ग्रामीण बैंक (आरआरबी), शहरी सहकारी बैंक (यूसीबी), प्राथमिक कृषि ऋण समितियां (पीएसीएस) आदि शामिल हैं, जो लोगों की वित्तीय सेवा की आवश्यकता को पूरा करते हैं। वित्तीय समावेशन को बढ़ावा देने के लिए रिजर्व बैंक और भारत सरकार द्वारा की गई पहलों ने औपचारिक वित्तीय संस्थानों तक पहुंच में काफी सुधार किया है। इस प्रकार, किसी देश की बैंकिंग प्रणाली न केवल आर्थिक विकास के लिए बल्कि आर्थिक समानता को बढ़ावा देने के लिए भी बहुत महत्वपूर्ण है।
