Indian Financial System: भारतीय वित्तीय प्रणाली हमारे देश के आर्थिक विकास के लिए सबसे महत्वपूर्ण पहलुओं में से एक है। यह प्रणाली देश के लोगों और उन लोगों के बीच धन के प्रवाह का प्रबंधन करती है जो दोनों पक्षों की बेहतरी के लिए इसे बुद्धिमानी से (निवेशक / व्यवसायी) निवेश कर सकते हैं।
भारतीय वित्तीय प्रणाली के घटक
भारतीय वित्तीय प्रणाली के चार घटक हैं।
वित्तीय संस्थानों (Financial Institutions)
(Financial Assets) वित्तीय संपत्ति
वित्तीय सेवाएं (Financial Services)
(Financial Markets) वित्तीय बाजार
1. वित्तीय संस्थानों (Financial Institutions): वित्तीय संस्थान निवेशक और उधारकर्ता के बीच मध्यस्थ के रूप में कार्य करते हैं। निवेशक की बचत प्रत्यक्ष या अप्रत्यक्ष रूप से वित्तीय बाजारों के माध्यम से जुटाई जाती है।
वित्तीय संस्थानों के मुख्य कार्य इस प्रकार हैं:
सुविधा संप्रदाय के माध्यम के रूप में भी कार्य करता है, जिसका अर्थ है, यह बड़े ऋण के साथ एक छोटी जमा राशि और छोटे ऋण के साथ एक बड़ी जमा राशि का मिलान कर सकता है
एक वित्तीय संस्थान का सबसे अच्छा उदाहरण एक बैंक है। जिन लोगों के पास अतिरिक्त राशि होती है वे अपने खातों में बचत करते हैं, और पैसे की सख्त जरूरत वाले लोग कर्ज लेते हैं। बैंक दोनों के बीच एक मध्यवर्ती के रूप में कार्य करता है।
यह जोखिम भरे निवेश को जोखिम मुक्त निवेश में बदलने में मदद करता है
वित्तीय संस्थानों को आगे दो प्रकारों में विभाजित किया गया है
बैंकिंग संस्थान या डिपॉजिटरी इंस्टीट्यूशंस – इसमें बैंक और अन्य क्रेडिट यूनियन शामिल हैं जो जनता से जमा किए गए ब्याज पर ब्याज के खिलाफ पैसा इकट्ठा करते हैं और उस पैसे को जरूरतमंद लोगों को उधार देते हैं
गैर-बैंकिंग संस्थान या गैर-डिपॉजिटरी संस्थान – बीमा, म्यूचुअल फंड और ब्रोकरेज कंपनियां इस श्रेणी में आती हैं। वे मौद्रिक जमा नहीं मांग सकते, लेकिन अपने ग्राहकों को वित्तीय उत्पाद बेचते हैं।
इसके अलावा, वित्तीय संस्थानों को तीन अलग -अलग श्रेणियों में वर्गीकृत किया गया है
नियामक – संस्थान जो वित्तीय बाजारों जैसे आरबीआई, आईआरडीए, सेबी, आदि को नियंत्रित करते हैं।
इंटरमीडिएट – वाणिज्यिक बैंक जो ऋण और अन्य वित्तीय सहायता प्रदान करते हैं जैसे कि एसबीआई, बीओबी, पीएनबी, आदि।
गैर-मध्यवर्ती – संस्थान जो कॉर्पोरेट ग्राहकों को वित्तीय सहायता प्रदान करते हैं। इसमें नाबार्ड, सिडबी आदि शामिल हैं।
2. (Financial Assets) वित्तीय संपत्ति: वित्तीय बाजारों में जिन उत्पादों का कारोबार किया जाता है, उन्हें वित्तीय संपत्ति कहा जाता है। ऋण चाहने वाले की विभिन्न आवश्यकताओं और जरूरतों के आधार पर, बाजार में प्रतिभूतियां भी एक दूसरे से भिन्न होती हैं।
कुछ महत्वपूर्ण वित्तीय सम्पतियों पर संक्षेप विवरण
जमा प्रमाणपत्र – यह एक विशिष्ट अवधि के लिए बैंक में जमा धन के लिए एक डीमैटरियलाइज्ड फॉर्म (इलेक्ट्रॉनिक रूप से उत्पन्न) है।
नोटिस मनी – जब कोई ऋण एक दिन से अधिक और 14 दिनों से कम के लिए दिया जाता है, तो उसे नोटिस मनी कहा जाता है। इस तरह के लेनदेन के लिए किसी संपार्श्विक प्रतिभूतियों की आवश्यकता नहीं होती है।
सावधि मुद्रा – जब किसी जमा की परिपक्वता अवधि 14 दिनों से अधिक होती है, तो उसे सावधि मुद्रा कहा जाता है।
कॉल मनी – जब कोई ऋण एक दिन के लिए दिया जाता है और दूसरे दिन चुका दिया जाता है, तो इसे कॉल मनी कहा जाता है। इस तरह के लेनदेन के लिए किसी संपार्श्विक प्रतिभूतियों की आवश्यकता नहीं होती है।
ट्रेजरी बिल – टी-बिल के रूप में भी जाना जाता है, ये सरकारी बॉन्ड या डेट सिक्योरिटीज हैं जिनकी परिपक्वता एक वर्ष से कम है। टी-बिल खरीदने का मतलब सरकार को पैसा उधार देना है।
3. वित्तीय सेवाएं (Financial Services): एसेट मैनेजमेंट और लायबिलिटी मैनेजमेंट कंपनियों द्वारा प्रदान की जाने वाली सेवाएं। वे आवश्यक धन प्राप्त करने में मदद करते हैं और यह भी सुनिश्चित करते हैं कि उनका कुशलतापूर्वक निवेश किया गया है।
भारत में वित्तीय सेवाओं में शामिल हैं:
निवेश सेवाएं – इसमें ज्यादातर परिसंपत्ति प्रबंधन शामिल है
बीमा सेवाएं – बीमा जारी करना, पॉलिसियां बेचना, बीमा उपक्रम और ब्रोकरेज आदि जैसी सेवाएं सभी बीमा सेवाओं का एक हिस्सा हैं।
विदेशी मुद्रा सेवाएं – मुद्रा का आदान-प्रदान, विदेशी मुद्रा, आदि विदेशी मुद्रा सेवाओं का एक हिस्सा हैं
बैंकिंग सेवाएं – बैंकों द्वारा प्रदान की जाने वाली कोई भी छोटी या बड़ी सेवा जैसे ऋण देना, पैसा जमा करना, डेबिट / क्रेडिट कार्ड जारी करना, खाता खोलना आदि।
वित्तीय सेवाओं का मुख्य उद्देश्य प्रतिभूतियों को बेचने, उधार लेने या खरीदने, भुगतान और निपटान की अनुमति देने और उधार देने और निवेश करने में किसी व्यक्ति की सहायता करना है।
4. (Financial Markets) वित्तीय बाजार: वह बाज़ार जहाँ खरीदार और विक्रेता एक-दूसरे के साथ बातचीत करते हैं और पैसे, बॉन्ड, शेयर और अन्य परिसंपत्तियों के व्यापार में भाग लेते हैं, वित्तीय बाज़ार कहलाते हैं।
वित्तीय बाजार को चार प्रकारों में विभाजित किया गया हैं :
पूंजी बाजार – लंबी अवधि के निवेश के वित्तपोषण के लिए बनाया गया, पूंजी बाजार लेनदेन से संबंधित है जो बाजार में एक वर्ष से अधिक समय से होता है। पूंजी बाजार को भी तीन प्रकारों में विभाजित किया गया है
कॉर्पोरेट प्रतिभूति बाजार
सरकारी प्रतिभूति बाजार
दीर्घकालिक ऋण बाजार
2. मुद्रा बाजार – ज्यादातर सरकार, बैंकों और अन्य बड़े संस्थानों का वर्चस्व है, बाजार का प्रकार केवल छोटी अवधि के निवेश के लिए अधिकृत है। यह एक थोक ऋण बाजार है जो कम जोखिम वाले और अत्यधिक तरल उपकरणों पर काम करता है। मुद्रा बाजार को आगे दो प्रकार में विभाजित किया गया है

असंगठित मुद्रा बाजार
3. विदेशी मुद्रा बाजार – दुनिया भर में सबसे विकसित बाजारों में से एक, विदेशी मुद्रा बाजार, बहु-मुद्रा से संबंधित आवश्यकताओं से संबंधित है। इस बाजार में धन का हस्तांतरण विदेशी मुद्रा दर के आधार पर होता है।
4. साख बाजार – वह बाजार जहां विभिन्न बैंकों और वित्तीय और गैर-वित्तीय संस्थानों द्वारा व्यक्तियों या संगठनों को अल्पकालिक और दीर्घकालिक ऋण दिए जाते हैं, क्रेडिट बाजार कहलाता है
